Empowerment & Improvement CRC, Inc. is a nonprofit organization dedicated to improving the lives of individuals and families through compassionate service, education, advocacy, and community support.
Our mission is to ensure that vulnerable populations have access to the resources, opportunities, and support systems necessary to achieve stability, independence, and long-term success.

The Need
Why South Georgia needs this work.
In South Georgia, a pressing issue plagues underserved populations, leaving families and communities grappling with a critical lack of resources and support during crisis situations. Veterans, the disabled, the elderly, at-risk youth, and families in need are disproportionately burdened by limited access to essential resources, education, and communal aid.
The Empowerment & Improvement Crisis Resource Center, Inc. exists to bridge that chasm — creating an environment where families and communities have the means, education, and support to navigate crises successfully and build sustainable well-being and community resilience.

Housing Stabilization
Services that prevent homelessness and help individuals maintain permanent housing, including case management and critical support.
Food Pantry
Weekly groceries and hot meals for families facing hardship.
Clothing Closet
Free clothing assistance for adults, children, and seniors.
Crisis Intervention
Family support services and rapid resource navigation.
Empowerment Classes
Life skills, personal development, and family training every Tues & Thurs.
Wellness & Recovery
Programs that promote stability and self-sufficiency.
Mentorship
Encouragement, counseling, and Christ-centered guidance.

Founder
Dr. Felicia Ratliff
“And whatsoever ye do, do it heartily, as to the Lord, and not unto men.”
Dr. Felicia Ratliff is a devoted servant of God, compassionate leader, and faithful encourager whose life exemplifies steadfast commitment to ministry, family, and community service. For more than 30 years, she has been happily married to Elder Ottie L. Ratliff, Sr. Together they are the proud parents of two children and grandparents of four cherished grandchildren.
A native of Dublin, Georgia, Dr. Ratliff earned a B.S. in Sociology from Valdosta State University, an M.S. in Rehabilitation Counseling from Thomas University, and a Doctorate in Christian Counseling from Empowerment Theological Seminary.
For over 27 years she has faithfully served in ministry — as Usher, Deacon, Teacher, and Elder — and currently serves as Elder and President of the Women's Ministry at Magnolia Missionary Baptist Church. In September 2020, alongside her mother, Missionary Mary O'Neal, she founded the Empowerment & Improvement Crisis Resource Center, Inc.
Her professional career spans more than 35 years across counseling, rehabilitation, and public service — including more than 20 years with the Georgia Department of Family and Children Services, where she currently serves as a Business Support Analyst II.
